A senior official at Indonesia's Foreign Affairs Ministry said on Thursday the government has decided to form a special task force to preserve the nation's sovereignty and promote integration of the conflict-ridden province of Papua.
The task force will ultimately be tasked to manage information related to the new developments in the easternmost province by carrying out engagement with relevant personnel.
"We have to engage, or approach all instruments involved in the spread of information (about Papua), including politicians, media and groups affiliated with separatist organizations," head of Policy Analysis and Development Agency at the ministry, Darmansjah Djumala, said on the sidelines of a coordination meeting attended by Indonesian diplomats serving overseas.
Darmansjah said the task force would advocate Indonesia's policies in the province and study the responses after the policies were applied in the field.
He added that Indonesian diplomats were told to be responsive on movements sponsored by Papua separatist groups in countries they are serving in.
Darmansjah said that the task force's process of engagement would initially be conducted in Pacific countries, aimed at gaining empathy for Indonesia on Papua affairs from the region.
A Melanesian Culture Center would also be constructed to facilitate the aim, he said.
Independence Papua Organization (OPM), a Papua separatist group, has launched extensive campaigns to advocate secession of the oil- and mineral-rich province from Indonesia. It set up an representative office in Oxford, Britain in 2013.
Papua, Indonesia's largest and easternmost province, saw several deadly armed conflicts between separatist groups and security personnel that left casualties among them and civilians.

Prime Minister Peter O’Neill has pledged to do more to speak out on behalf of Melanesians in Indonesian West Papua.
O’Neill says it is time to raise West Papua oppression.
In the past, Port Moresby has stuck firmly to its position that West Papua is an integral part of Indonesia, and has been reluctant to talk about human rights abuses or to speak on behalf of Melanesian separatists.
In a speech to the National Leaders summit today, Mr O’Neill said the time had come to speak about the oppression of “our brothers and sisters in West Papua’’.
He told leaders, to some cheering and applause: “Sometimes, we forget our own families, our own brothers, especially those in West Papua.
“I think as a country, the time has come to speak for our people about the oppression there.
“Pictures of brutality of our people appear daily on the social media and yet, we take no notice.
“We have the moral obligation to speak for those who are not allowed to talk. We must be the eyes for those who are blindfolded.
“Again, Papua New Guinea as a regional leader, we must take the lead in having mature discussions, with our friends and more so, in an engaging manner.”
On Friday, the United Liberation Movement of West Papua will formally apply to become full members of the Melanesian Spearhead Group.
Powers in the Pacific region will be watching that meeting keenly to see if Papua New Guinea repeats the PM’s remarks of today and shows leadership in raising the issue.

At a time when the police are pressing ahead with charges against Corruption Eradication Commission (KPK) leaders, apparently in retaliation for the KPK’s move to name National Police chief candidate Comr. Gen. Budi Gunawan a suspect, the police have allowed a low-ranking, high-income officer First Adj. Labora Sitorus to scoff at our justice system.
The police may even be protecting Labora, as Law and Human Rights Minister Yasonna H. Laoly said the “security apparatus” and local residents had prevented state prosecutors from implementing a 15-year prison term handed down to him by the Supreme Court for money laundering last October.
The police, in this case the West Papua Police chief, should have no difficulty ordering Labora to surrender to prosecutors in compliance with the law.
So when a petty police officer challenges the enforcement of the law and his institution fails to take action against him, something fishy must be going on. Speculation is rife that the investigation of Labora will lead investigators to powerful figures, either in or outside the force. That he can act above the law, as evident in his defiance of a legally binding Supreme Court verdict, is indicative of this assumption.
The police have long been criticized for their performance. Now that the police are at full throttle, striking back at the KPK leaders following Budi being implicated in a corruption case, the public has the right to question why the police opt to remain silent in response to Labora’s failure to respect the Supreme Court’s ruling.
Labora, posted to Raja Ampat, West Papua, stole the show in 2013 when the Financial Transaction Reports and Analysis Centre (PPATK) discovered Rp 1.5 trillion (US$119 million) in his bank accounts. The Sorong District Court sentenced him to two years in prison and fined him Rp 500 million. Following an appeal, the Jayapura High Court increased his sentence to eight years.
Labora left Sorong Penitentiary in March 2013 to seek medical treatment at the Sorong Navy Hospital, but never returned because of a detention release letter from prison warden Isak Wanggai.

Enarotali, Province of Papua in December 2014. Preliminary investigations by a team from Komnas HAM (National Human Right
Commission) headed by Manager Nasution have suggested that this incident amounted to a Gross Violation of Human Rights.
The Institute for Investigation, Study and Development of Basic Human Rights (LP3BH - Manokwari). which is a human rights institution
functioning in the Land of Papua, has urged Komnas HAM to take action without delay in accordance with the laws in force in this country.
As stipulated by law, Komnas HAM should immediately set up a Commission to Investigate the incident that occurred on 8 December
2014 in accordance with Law 39/1999 on Human Rights and Law 26/2000 on Human Rights Courts.
[During that incident, four civilians were shot dead and a fifth person died later while seventeen people were wounded.]
Komnas HAM should also report the Paniai Incident to President Jokowi as the Head of State.
The most important thing that needs to be done without delay is that a special commission to investigate human rights should be set up
with a mandate to take immediate action as required to conduct an investigation into the incident.
In our opinion, full access should be given to provide the Commission with all relevant information and facts about the incident
